Establishing an Integrated Management Structure
İstanbul Metropolitan Municipality launched a multi-year transformation program to strengthen strategic planning, performance programs, operational excellence, process management, and compliance with Türkiye’s Public Financial Management and Control Law No. 5018.
Working with Ironman Consulting, the municipality developed an integrated management framework linking strategic objectives with service priorities, performance indicators, processes, risks, and control activities.
What began as a process management pilot in 2007 evolved into an organization-wide management model covering strategic planning, process improvement, performance monitoring, enterprise risk management, and internal control.

Municipal processes were modeled and redesigned using QPR ProcessDesigner, creating a foundation for sustainable operational excellence.
2. Strategic Plan & Performance Program
Ironman Consulting developed the Corporate Strategy Map, sub-strategy maps for eight Key Service Areas, and scorecards within the QPR platform.
3. Translating Strategy into Operations
Strategic priorities were translated into the responsibilities of departments and operational units through business processes and approval mechanisms.
4. Performance Monitoring & Review
Strategic objectives, unit performance, and improvement actions were monitored through structured periodic reviews at executive level.
5. Enterprise Risk Management & Internal Control
In 2013, the Internal Control Project conducted under Law No. 5018 linked risks with processes, defined control activities, and established a comprehensive Internal Control Platform.
